The Tri-Committee is comprised of 4 representatives from each of the
following three organizations: the Ontario Good Roads Association
(OGRA), Municipal Engineers Association (MEA), Ontario Public Works
Association (OPWA) for a total of 12 members. The members are volunteers
who represent the interests of the organization they represent.
The Tri-Committee has had a long history since its formation in the
early 1980's in response to the emergence of the computer era and
its dramatic influences on society in general and on the public works
profession in particular.
While the Tri-Committee has been active over the years, and has
developed significant projects and programs, its effectiveness
in promoting the objectives of its parents associations has been
brought into question several times. This update is intended to
once again highlight the indispensable need for such a committee
for the Public Works profession.
It is important first to outline the mandate of the parents associations
and how the Tri-Committee mandate, in turn, reflects the needs of
the parent associations.
The Tri-Committee is a non-profit corporation which strives to
- Facilitate the transformation of the Municipal Public Works service delivery to fully utilize the benefits of the information environment.
- Promote the development and implementation of tools, protocols, techniques, guidelines and standards required to enable a successful digital organization for Municipal Public Works.
- Support the overall mandates of the parent organizations (MEA, OPWA, OGRA).
The Tri-Committee endorse and hope to further the objectives of its parent
associations with specific emphasis on facilitating the transformation of
the Municipal Public Works service delivery resulting from the information
technology environment. The Tri-Committee expects to achieve this goal by
encompassing the tools, techniques and standards required to enable a
successful "digital" organization for Municipal Public Works.
Tri- Committee Accomplishments
- Remained active for over two decades through dedicated service and support of volunteer senior staff from numerous municipalities across the province and has not required any financial support from the parent associations for its work.
- Developed a number of software such RIMS, WIMS and SIMS in its early years.
- Held numerous seminars and symposiums attended by hundreds of public works professionals.
- Developed the Municipal Infrastructure Database Standard (MIDS) and finalized a MIDS User Guide to assist with the promotion of MIDS.
- Established a Technical Advisory Group (TAG) to review improvements to MIDS.
- Initiated dialogue with other organizations and associations to collaborate on Municipal IT services, information and solutions.
